
India’s packaged mustard oil market is set for a retail packaging reset after the Department of Consumer Affairs prescribed standard pack sizes for edible oils under the Legal Metrology rules. The revised procedure covers mustard oil along with palm, soybean, sunflower, groundnut, sesame, rice bran, cottonseed, corn oil, and blended edible oils. Manufacturers, packers, and importers have been given three months to comply with the new norms.
The approved pack sizes are 200 ml or gram, 500 ml or gram, 1 litre or kg, 2 litre or kg, 3 litre or kg, 4 litre or kg, 5 litre or kg, 15 litre or kg, and 20 litre or kg. The rule is meant to make price comparison easier for consumers and reduce confusion caused by uneven pack sizes. For mustard oil brands, this will affect pouching, bottling, labelling, carton design, retail display planning, and distributor inventory.
The new rule will apply to domestically manufactured and imported edible oils. If a pack shows volume, it must also mention equivalent weight under the packaged commodities rules. This makes compliance more detailed for mustard oil suppliers that sell in litre-based formats. Labels, procurement records, and packaging specifications will need to match the revised standard.

For procurement teams, the change will shift buying plans for packaging materials. Bottle suppliers, pouch film vendors, carton manufacturers, cap suppliers, label printers, and filling-line service providers may see revised order patterns. Brands with non-standard SKUs may need to run down old inventory within the transition period and place new packaging orders early to avoid supply bottlenecks.
The rule may also affect retail competition. Standard pack sizes make it easier for shoppers and trade buyers to compare unit pricing across brands. That could pressure mustard oil sellers that earlier relied on unusual pack sizes to manage shelf pricing. Large branded players may move faster because they have stronger packaging vendor networks, while smaller mills may need more time to adjust.
Mustard oil buyers in foodservice, retail, and institutional channels should track pack conversion timelines. Any delay in packaging migration could affect availability of certain SKUs. Procurement teams may also ask suppliers for updated pack-size lists, revised barcodes, fresh label proofs, and transition stock plans before placing forward orders.
