Frequently Asked Questions

The suggestive CAPEX range is USD 80 million to USD 350 million for a fuel oil manufacturing and blending plant with a capacity of 500,000 to 2,000,000 MT/year.

The benchmark plant capacity is 500,000 to 2,000,000 MT/year.

The global fuel oil market is estimated at around USD 150 billion to USD 220 billion, with a projected CAGR of around 3.5% to 4.0%.

Marine bunker fuel accounts for around 55% to 65% of demand, power generation represents 15% to 20%, industrial heating and steam account for 10% to 15%, and asphalt blending and secondary conversion feedstock represent 5% to 10%.

The process involves atmospheric and vacuum distillation of crude oil to recover residuum, followed by residue hydrotreating at 370 to 420 degree Celsius and 150 to 200 bar for very low sulfur fuel oil, and in-line blending with cutter stocks to meet ISO 8217 grades.

The main feed inputs are crude oil residuum and cutter stocks, which together account for around 90% to 95% of total raw material expense.

Core process equipment, including vacuum distillation columns, residue hydrotreaters, blending tanks, and metering skids, accounts for around 45% to 55% of the total fuel oil plant setup cost.

Fuel oil production costs are mainly driven by purchased crude residuum, which accounts for approximately 80% to 88% of variable operating expenses.

Asia-Pacific accounts for more than half of global fuel oil consumption, with China, India, and Singapore serving as major markets and production hubs.

Main traded grades include IFO 380, IFO 180, MFO, RMG 380, and VLSFO under the ISO 8217 standard. Specifications include density of around 0.95 to 1.02 g/cm³, viscosity of 180 to 700 centistokes at 50 degree Celsius, and sulfur content ranging from below 0.50% for VLSFO to 3.50% for HSFO.

Fuel oil must comply with applicable ISO 8217 marine fuel specifications and MARPOL Annex VI requirements. Marine fuel sulfur is generally limited to 0.50% outside designated emission control areas and 0.10% within ECAs. Tariff requirements vary by country; in India, fuel oil is classified under tariff item 2710 19 50.
