During Q1’26, Kraft liner paper prices remained firm as producers attempted to recover margins amid elevated production and logistics costs. Upstream pressure from pulp, fibre, energy, and transportation costs supported market sentiment, while controlled operating discipline limited oversupply pressure. Demand from corrugated boxes, retail packaging, food and beverage shipments, and e-commerce logistics remained stable but not strong enough to support aggressive procurement. In North America, the American Forest & Paper Association reported that U.S. containerboard production in Q1’26 declined by 8% year-on-year, while operating rates fell by only 0.1 percentage points, indicating tighter supply management despite softer packaging demand. Downstream buyers maintained cautious inventory strategies due to uncertain economic conditions and freight volatility. In Europe, producers focused on margin recovery after weak earlier market conditions, while Asian markets remained supported by export-oriented packaging demand. In the latter half of the quarter, the Iran war and Strait of Hormuz disruption increased freight, insurance, and shipment uncertainty for pulp, chemicals, and paper products, which added upward pressure on delivered costs and supported regional price firmness.

During Q4’25, kraft liner paper prices in India and key global markets remained largely stable, with only minor upward pressure. Domestic prices showed very limited movement, reflecting a balance between steady demand and cautious buying by converters. Most paper mills avoided aggressive price hikes as overall packaging demand softened slightly due to seasonal factors and higher working capital pressure faced by buyers.
Government policy played an important role during the quarter. The minimum import price on virgin paperboard reduced low priced imports, which indirectly supported domestic kraft liner prices. However, exemptions for export oriented units and duty free schemes allowed some imported material to enter without impacting the local market significantly. At the same time, the revised GST structure created an inverted duty issue for carton manufacturers, which slowed fresh purchasing and encouraged inventory control.
In the Middle East, recycled containerboard prices stayed mostly flat or edged slightly lower. Seasonal demand slowdown, stable recovered paper costs, and competitive offers from European suppliers limited any upward movement. Overall, Q4’25 was a period of price stability rather than growth for kraft liner paper.
