Wheat Buyers Face New Competition After Export Restrictions Ease

India has reopened a large wheat export channel after four years of restrictions, authorising overseas sales of 5 million tonnes of grain and 1 million tonnes of wheat products. The decision comes as stronger international prices bring some Indian supplies closer to export parity.

Global wheat futures have risen more than 14% over the past month. Freight expenses and crop concerns in several exporting regions have also raised the delivered cost of competing grain. Indian exporters have started receiving enquiries from Bangladesh, where shipments can move through land borders and avoid part of the ocean-freight burden.

India holds 57.8 million tonnes of wheat in central stocks. This includes 22 million tonnes carried forward and 35.8 million tonnes purchased during the latest procurement season. Public-distribution and welfare programmes require about 21 million tonnes, with another 7.5 million tonnes assigned to the buffer.

Those figures provide room for controlled exports without immediately reducing government supply commitments. Actual shipments remain limited because Indian wheat is not competitive across every overseas destination. Bangladesh currently offers the clearest route because of its location and established land-based grain trade.

The change still matters for domestic flour mills and food manufacturers. Exporters can now compete for grain in producing states, raising the value of wheat with suitable quality and transport access. Mills located near border routes could face firmer local basis levels than buyers in regions with weaker export connections.

Wholesale wheat prices in Delhi have already risen by 1.7% over the past month. Domestic prices usually firm when arrivals slow and stored grain becomes a larger share of market supply. Export buying could increase that pressure if international values continue to support shipments.

Procurement teams should track purchase prices at origin rather than relying only on national averages. Rail availability, truck rates, mandi arrivals and border demand can produce large regional differences. Buyers should also assess flour yield, protein content and moisture before switching origins solely on price.

Longer contracts can protect supply but may lock buyers into elevated levels if the international rally fades. A staggered purchasing plan can spread price risk across several delivery periods. Food processors with fixed retail prices will need closer coordination between grain procurement, production planning and sales teams as export demand returns.
