Jordan and China Sign Green Hydrogen Feasibility Agreement

A memorandum of understanding was signed on September 14, 2025 between the Ministry of Energy and Mineral Resources and China’s UEG Green Hydrogen Development Holding Limited to conduct a feasibility study for a green hydrogen project worth 1.155 billion USD in Jordan.
The agreement was reportedly signed by Minister of Energy Saleh Kharabsheh and United Energy Group Vice President Lei Guimin.
It was stated that the study would examine the possibility of producing 200,000 tonnes of green ammonia annually for export, utilizing desalinated seawater and renewable energy from various sites across Jordan. The study would also assess land requirements and outline the main technical stages, with an emphasis on maintaining low costs.
Minister Kharabsheh was cited as saying that the MoU represented an important step in Jordan’s transition toward clean energy and demonstrated the government’s commitment to encouraging private sector investment in green hydrogen. He added that the ministry had already selected a site for technical studies and was open to further collaboration with the Chinese company in the gas and petroleum sectors.
Lei Guimin was quoted as saying that the company valued the trust placed in it by Jordan and referred to its experience in the region, including projects in Iraq over the past two years, as evidence of its readiness to invest.
The ministry stated that the project supported Jordan’s broader strategy to attract foreign investment and establish itself as a regional hub for renewable energy and sustainable fuel production.

It was further noted that the Cabinet had approved a national framework in July to accelerate green hydrogen development. The framework was said to outline a vision for establishing Jordan as a regional production center by leveraging its solar and wind resources and extensive land suitable for development.
The ministry described the framework as a measure that would help attract investment and strengthen Jordan’s role in the expanding green hydrogen sector.
