United States sweetener markets gave fresh signals through the second half of October 2026, with the latest official supply and demand outlook pointing to continued pressure on high fructose corn syrup deliveries even as cane and beet sugar demand expanded. The October edition of the official Sugar and Sweeteners Outlook, released on October 16, raised the 2025 to 2026 total sugar supply estimate and lifted beginning stocks for the 2026 to 2027 fiscal year to about 2.231 million short tons raw value. Total 2026 to 2027 United States sugar supply was projected at 14.387 million short tons, up 119,000 tons from the September reading, with ending stocks forecast at about 1.865 million tons for a stocks to use ratio of 14.9 percent.
The structural shift away from high fructose corn syrup continued to shape the sweetener balance. Earlier government data compiled through mid 2026 had shown United States cane and beet sugar demand rising by about 0.6 percent in the first half of the 2025 to 2026 marketing year, while high fructose corn syrup deliveries fell by about 3.5 percent across the same window. The decline reflected ongoing consumer preference for less processed food and drink, with wholesale grocers and food distributors reporting the sharpest sugar demand growth and corn syrup usage falling across major beverage and bakery categories.

Industry research cited by the outlook noted that three of four United States consumers surveyed in 2025 said they want to limit or avoid added sugars, with the shift pulling buying patterns toward natural sweeteners, allulose, stevia, and reformulated clean label products. The report also flagged longer term risks from the Make America Healthy Again movement and the spread of GLP 1 drugs, with analysts projecting that grocery basket sizes could fall by as much as 31 percent among active GLP 1 users.
Sugarbeet area and yield data pointed to a tight supply backdrop for competing caloric sweeteners. The 2026 United States sugarbeet area harvested was estimated at about 1.009 million acres, the third lowest in 47 years, and yield slipped to 30.85 tons per acre, the lowest in four years. Harvest was 32 percent complete across the four major producing states as of October 11, running behind the five year average of 36 percent. About 48 percent of beet production sat in a drought zone as of October 6, up from 34 percent a year earlier, pointing to additional near term supply pressure that could keep sweetener substitution competition in flux.
For procurement teams in beverage, confectionery, bakery, snack, and food ingredient supply chains, the near term action is to review HFCS 42, HFCS 55, and dextrose contract baskets against sugar and specialty sweetener alternatives. Beverage buyers should confirm 2027 HFCS 55 contract pricing against sugar and allulose benchmarks before Q4 budget cycles close. Food ingredient blenders using corn syrup solids should also stress test formulations against a scenario where sugar supply tightness lifts raw and refined sugar reference prices through the first half of 2027.
