  • Chinese weekly review on October 22 showed national hydrogen output above 39 million tonnes with LCOH at 15 yuan per kilogram
  • Sinopec Shanghai Petrochemical opened 1.237 billion yuan EPC tender for a 150,000 Nm3/h POX hydrogen unit
  • Songyuan Phase 2 construction will add 90,000 tonnes green hydrogen and 400,000 tonnes green ammonia per year
  • Greenzo Energy India raised 2.51 billion rupees across three rounds to scale alkaline electrolyser output
  • Chinese ministries approved five city cluster pilots with 1.6 billion yuan incentive caps and 15 new hydrogen standards

Global hydrogen markets took fresh steps through the third week of October 2026, with Chinese capacity, policy, and project tracker updates coinciding with new Indian electrolyser funding to widen the low carbon hydrogen procurement universe. A detailed Chinese hydrogen energy industry weekly review released on October 22 showed that Hebei province reached annual hydrogen production capacity of 191,000 tonnes per year and operated 3,048 hydrogen powered heavy duty trucks, ranking the province first nationally. Nationwide, China’s annual hydrogen production has passed 39 million tonnes, with green hydrogen capacity reported as more than half of the global total and 631 hydrogen refuelling stations built.

Chinese cost benchmarks continued to improve. HaiDe Hydrogen Energy’s 600 MW green hydrogen project in Hinggan League reported availability above 97 percent, DC power consumption at or below 4.3 kilowatt hours per normal cubic meter, total integrated energy use of about 4.86 kilowatt hours per normal cubic meter, and a levelized cost of hydrogen as low as 15 yuan per kilogram. The Songyuan Phase 1 green ammonia unit reached a single day output of 600 tonnes on October 18. Songyuan Phase 2 construction has already started with planned annual output of 90,000 tonnes of green hydrogen and 400,000 tonnes of green ammonia, taking the integrated project total to 600,000 tonnes per year of green ammonia.

Procurement activity moved in parallel. Sinopec Shanghai Petrochemical opened an EPC tender for Section 1 of a 150,000 normal cubic meter per hour partial oxidation hydrogen unit, with the project estimated at 1.237 billion yuan tax inclusive and a maximum operating pressure of 16.7 MPa. Sedin Engineering published its candidate list for a 15,000 normal cubic meter per hour water electrolysis unit in Xinjiang, ranking Shanghai Hydrogen Era first, Sungrow Hydrogen second, and Jiangsu Shuangliang third, with delivery within 150 days of the award notice. CSSC Perry Hydrogen Energy delivered a 15 MW containerized electrolyser to Moree in New South Wales, Australia for a green ammonia project supplying cotton farmers.

Indian electrolyser capacity also moved up. Greenzo Energy India raised about 2.51 billion rupees across three private rounds led by Ashish Kacholia and associates, with the funds targeted at electrolyser capacity expansion, backward integration, research, and project execution. The largest round valued the Greenzo group at about 10.30 billion rupees post money, giving the Ahmedabad based alkaline electrolyser maker a stronger balance sheet to pursue projects under India’s National Green Hydrogen Mission and the Gujarat Green Hydrogen Policy that targets 3 million tonnes per annum of green hydrogen by 2035 with 30 GW of electrolyser capacity.

Policy support continued to deepen. Chinese ministries approved pilot programs for comprehensive hydrogen application in five city clusters covering Beijing Tianjin Hebei, the Greater Bay Area, Northeast China with eastern Inner Mongolia and the Yangtze River Delta, Xinjiang with Chengdu Chongqing, and Yellow River Jiziwan with central China, each receiving a cumulative incentive cap of 1.6 billion yuan over four years. Fifteen national hydrogen standards covering electrolysis safety, pipeline integrity, fuel quality, and refueling station design were released on October 14.

For procurement teams in refining, steelmaking, ammonia, methanol, and heavy duty transport supply chains, the near term action is to lock in 2027 to 2028 hydrogen offtake while electrolyser capacity continues to scale across China and India. Steel mills, methanol producers, and ammonia makers should benchmark Chinese LCOH offers against local supply alternatives, while heavy duty transport fleet operators should watch Chinese city cluster pilots for policy driven cost reductions through 2028.
