DGTR suggests imposing anti-dumping duties on optical fibre

Optic fibre cables coming from China, South Korea, and Indonesia should be subject to anti-dumping duties, according to the Directorate General of Trade Remedies (DGTR). The availability of these cables at significantly low prices in India has made it difficult for local producers to compete. Due to this, local firms are currently experiencing overcapacity concerns and have been complaining about inexpensive imports, notably those from China. 
 
India is currently undergoing a digitization drive through the Bharat Net program, while private operators are expanding their networks to offer 4G and 5G services. The finance ministry will make the final decision on the matter.

If approved, this measure will be beneficial to the domestic industry and foreign firms that manufacture locally. These include Birla Cable, Sterlite Industries, Birla Furukawa Fibre Optics, American Corning, and HFCL. However, some of the small enterprises are concerned that this will increase the cost of optic fibre cables and hinder the vision of digital India. They worry that this will lead to a lower supply of optic fibre cables and may impact meeting the rising demand.
 
The DGTR investigation has shown that dumping has had a severe impact on Indian producers, with dumped imports almost completely taking over the growth in demand.

According to Procurement Resource, the finance ministry of India has not yet made a decision regarding the implication of anti-dumping duties on optical fiber cables from China, Indonesia, and South Korea. However, if the decision is made to impose it, it will impact the demand-supply ratio of optical fiber cable and result in increased prices. This move would benefit local manufacturers by enabling them to compete fairly in the market.
