The Indian Ministry of Finance now extends the anti-dumping duty on Toluene Di-Isocyanate (TDI) from the European Union and Saudi Arabia until March 1, 2026

The Indian Ministry of Finance has officially extended the anti-dumping duty on imports of Toluene Di-Isocyanate (TDI) from the European Union and Saudi Arabia until March 1, 2026. This decision, enacted through Notification No. 28/2025-Customs (ADD) dated August 19, 2025, amends the earlier imposition of duties under Notification No. 28/2021-Customs (ADD) dated April 27, 2021. The extension comes amid an ongoing review initiated by the Directorate General of Trade Remedies (DGTR) on December 30, 2024, to evaluate whether continued protection is necessary to shield domestic manufacturers from unfairly priced imports.

The amendment introduces a new provision stating that the existing anti-dumping duty will remain effective until the specified date, unless revoked or modified earlier. TDI, classified under tariff item 2929 10 20 of the Customs Tariff Act, is a critical chemical used primarily in the production of flexible polyurethane foam, which has applications in upholstery, mattresses, and automotive seating. The duty extension aims to prevent potential injury to the Indian TDI industry during the period of the DGTR’s sunset review investigation.

This measure underscores the government’s commitment to enforcing trade remedies in line with the Customs Tariff Act, 1975, and the associated rules governing anti-dumping investigations. The initial duty was imposed in 2021 after findings indicated that dumped imports from the subject countries were harming domestic producers.

Anti-dumping duties are trade protection measures used to guard domestic industries against imports sold at below fair market value. The current extension reflects India’s proactive approach to maintaining a level playing field for local manufacturers while regulatory authorities complete a comprehensive review to decide on the long-term application of anti-dumping measures on TDI.
