Moeve, based in Madrid, and TAQA Morocco announced the signing of a preliminary land reservation agreement with the Government of Morocco under the country’s Green Hydrogen Offer. The agreement supported the development of a large-scale project focused on producing green ammonia and industrial fuel, positioning Morocco as an emerging centre for hydrogen-derived energy solutions.

The project was being developed through a consortium bringing together TAQA Morocco, a leading operator across energy, water, and infrastructure in the Kingdom, and Moeve, an international company focused on sustainable energy and mobility through green molecules. Each partner took responsibility for distinct parts of the initiative, reflecting a structured approach to building a full value chain for renewable fuels.

TAQA Morocco was set to provide the renewable energy components needed to power the project, with development planned at a site in the Dakhla region. Moeve was expected to lead the production and marketing of e-fuels, with activities centred at the Port of Jorf Lasfar, an important industrial and export hub for Morocco.

The initiative was selected by the steering committee overseeing Morocco’s Green Hydrogen Offer, moving it into a critical stage with feasibility studies now underway. This phase was intended to evaluate technical requirements, economic viability, and the long-term role the project could play in supporting industrial decarbonisation and cleaner transport fuels.

TAQA Morocco’s leadership noted that the partnership aligned with the company’s efforts to reduce emissions across its portfolio while contributing to the growth of hydrogen-based products for industry and mobility. Moeve also highlighted that the agreement represented progress toward establishing large-scale green fuel production in Morocco, combining renewable energy strength with expertise in e-fuels to support heavy transport and industrial transition.

The project reflected Morocco’s wider ambition to become a competitive producer of green hydrogen derivatives, using its renewable resources and strategic port infrastructure to support future energy exports and domestic decarbonisation goals.
